A note you wrote does not arrive on its own, least of all when it is pinned to a window you are not looking at. Give a note a time and it tells you then; add a repeat and it comes back daily, on weekdays, or weekly at the same time.

The reminder belongs to the note and the note belongs to a window. It still fires while that window is closed, and the note returns to its place when the window opens again.
